The VISIR – “VIsion, Scenarios, Insights and Recommendations on how ICT may help making lifelong learning a reality for all“ project has arrived to its fourth phase of online consultations, targeting the professional community of open, distance and e-learning, ICT enhanced education and learning innovation. The strategic initiative of seven European open-distance and e-learning networks, VISIR aims to develop a shared vision on how ICT may help making lifelong learning a reality. It has produced by now three most interesting reports which reflected the stakeholders’ views and suggestions, based on real-life scenarios and insights.
Whilst getting closer to the formulation of key messages for the stakeholders of ICT enhanced learning innovation, we invite your opinion to finalise the strategic recommendations.

What actions should be taken to boost and scale e-learning Micro Innovation Europe
After exploratory investigations of the previous consultations about (i) the relevant factors of change, (ii) the contribution of ICT to the key policy objectives in learning and (iii) drivers, bottlenecks and barriers of the innovative efforts, now the question in focus is: What actions should be taken to boost and scale e-learning Micro Innovation Europe?
The division of tasks and responsibilities amongst the various levels of governance may be different country by country, region by region and even differences exist amongst institutions in the same sphere.

The use of ICT for learning in Europe is widespread. We largely miss in the meantime a mainstreamed meaningful use of technology in learning, its impact as a driver of change for our economies and societies. Exchange of practices across sectors and mainstreaming the innovations is not yet a reality.
A common bottom-up vision should complement the existing top-down visions present.
